Counter-Drone for Critical Infrastructure

ClearPoint Aero applies the same vendor-neutral method across the 16 CISA critical infrastructure sectors. Exposure looks different at a treatment plant than at a data center or a rail yard, but the questions are the same: what is flying over the site, what can it reach, and who is positioned to act on what is seen. Select a sector below for what the exposure looks like there and how an engagement applies.

SOURCE · CISA 16 CRITICAL INFRASTRUCTURE SECTORS

  • 01Chemical

Production, storage and transport of hazardous chemicals. An unauthorized overflight here is a security concern worth detecting and documenting.

  • 02Commercial Facilities

Venues, stadiums, lodging and retail. Open sites with temporary airspace and large crowds.

  • 03Communications

Towers, backhaul and network facilities where RF interference and physical access both matter.

  • 04Critical Manufacturing

Plants and process lines where proprietary operations are visible from above.

  • 05Dams

Impoundment, levee and hydro structures with restricted approaches.

  • 06Defense Industrial Base

Contractor facilities under federal security requirements and NDAA constraints.

  • 07Emergency Services

Law enforcement, fire and EMS. Both a protected sector and a response partner.

  • 08Energy

Generation, substations, pipelines and midstream. A frequent target of aerial surveillance.

  • 09Financial Services

Data centers, cash operations and continuity sites.

  • 10Food and Agriculture

Processing, cold chain and bulk storage facilities.

  • 11Government Facilities

Federal, state and local sites, including courts and correctional facilities.

  • 12Healthcare and Public Health

Hospital campuses, helipads and pharmaceutical supply.

  • 13Information Technology

Data centers and network operations facilities.

  • 14Nuclear Reactors, Materials and Waste

Reactor sites and material transport under NRC oversight.

  • 15Transportation Systems

Airports, rail, ports and freight corridors where UAS activity intersects manned aviation.

  • 16Water and Wastewater

Treatment, distribution and reservoir infrastructure across dispersed sites.

Same Method, Sixteen Environments

One engagement model, scoped to each sector.

01 OPERATIONSView pillarManaged detection and monitoring, scoped to the site geometry and staffing pattern of the sector.
02 ASSESSMENTSView pillarA DVRA establishes real exposure, threat profile and gap register, written against the regulatory context that applies, where one exists.
03 RESPONSEView pillarMitigation strategy, tabletop exercises and forensics, built around the sector’s actual chain of command.
04 TRAININGView pillarCertification paths so the capability stays with sector personnel after the engagement ends.

Common questions

Do you only work with sectors that have a formal regulatory obligation?

No. Several sectors, such as Commercial Facilities, do not carry a specific federal assessment mandate the way Water and Wastewater or Energy (NERC CIP-014) do. The method applies regardless. What changes by sector is the regulatory context a DVRA has to be written against, not whether the assessment itself is useful.

How is exposure different from one sector to the next?

Site geometry, staffing and public adjacency all vary. A dam has restricted approaches and a small footprint. A water utility has dozens of dispersed, often unstaffed sites. An airport has UAS activity intersecting manned aviation. The exposure profile changes, and so does the assessment scope, but the underlying questions of what is flying, what it can reach and who can act stay the same.

Can you stop a drone over our facility?

No. In the United States, mitigating a drone is limited to federal agencies with statutory authority and, since July 2026, to state and local law enforcement and correctional agencies certified under the SAFER SKIES Act. ClearPoint does not mitigate. ClearPoint detects, tracks, assesses, documents, trains and coordinates with the agencies that hold that authority, in any sector.

Our sector is not listed. Does that mean you do not cover it?

ClearPoint’s sector pages follow the 16 CISA critical infrastructure sectors. If your organization does not map cleanly to one of them, the method still applies. Contact ClearPoint to discuss the specific site.
